In August of 2002, Chicago indie label Chocolate Industries released the original Urban Renewal Program CD, which featured the work of a myriad of hot artists like MCs El-P, Aesop Rock, Mos Def, Diverse and Mr. Lif, singers Miho Hatori (Cibo Matto) and Via Tania and producers Prefuse 73 and Rjd2, among others. This supplement to the well-done Urban Renewal Program is a collection of new tracks and remixes by some of the original players and a few new ones as well. New tunes and remixes come from Atmosphere and Kut Masta Kurt, and Urban Renewal Program veterans Caural, Prefuse 73, Diverse and Aesop Rock return with new version of their songs on the first go-around. Fans of good rap all seemed to be down with this compilation the first time around, and this follow-up contains more of the same flavor.

Atmosphere — a.k.a. rapper Slug and his DJ-dû-jour, usually Abilities or Mr. Dibbs — holds down hip-hip in the Midwestern mecca of Minneapolis, MN. A member of the Rhymesayers crew (along with Eyedea), this enigmatic romeo of a rapper has found huge success in the underground with releases like Se7ens and the available-on-tour-only Sad Clown Bad Dub series.
